Such toads are called Psychoactive toads, and psychoactive substances can be derived from glands in their skin. They are from the family of bufotoxins.
For example, the skin/venim of Bufo alvarius (Colorado River toad or Sonoran Desert toad) contains 5-MeO-DMT and bufotenin. Some types of toads only contain one hallucinogen or the other.
However, toad-licking itself, is just a rumor. You can’t hallucinate from licking a toad’s back. A hallucinogen can be derived from their skin and venom, yes, but it is a process, not just there on their skin to be licked.

I do believe that there is a spiecies of frog that if you licked them, the acid makes you "high" I just have no clue what species. I personally don’t care either, if someone has the time to sit and lick frogs, they need to get a life, and fast.
