First of all, my family does a thing called "special days". We all pick a number out of a hat, and that will be that persons day for the month. Tomorrow is my day, and my mom said I can get a frog(instead of a fish) if it has the qualities listed in the question. Please answer I love frogs and I am desperate. I only have until tomorrow morning! Thanks!

Yeah, I’ve got a Pacman Frog and I’ve had many before the one I currently have. When they are small you can feed them fish instead of crickets, but sooner or later they’ll have to eat mice unless you can find some big goldfish.
They don’t need much, I’ve got mine in a tupperware contained I got from the 99 cents store. I have it halfway filled with water and I clean it out about once a week. Ive also left him in a peatmoss substrate, but when they poop I find that you can’t clean out all the mess and so mold grows.

Frogs require live, moving prey. For most species, this means insects and other small invertebrates. NOT "food pellets or human food".
If you do decide to get a frog, you should research its care properly. Yahoo answers is not research.

Your only real options are the aquatic dwarf and clawed frogs which will take pelleted food and frozen krill, bloodworms etc. They really should still have some live food for nutrition and variety though.These frogs are completely aquatic and would not be handleable.
